"Special" laws for "special" industries (like ERISA, for Insurance Companies that provide short-term/long-term disability and health benefits), and Medical Malpractice reform, almost always create unequal justice. Usually, such laws are passed because the "special" industry wants to lie to us, is going to lie to us, has something to hide, or wants the balance of power – not equalized – but tipped in its favor.
