Pre-Existing Conditions and Health Insurance

          Do you understand the economic truth and legal reality that if you want insurance to cover pre-existing conditions and to be somewhere close to affordable, you have to mandate what insurance companies cover.  Also, you have to achieve broad-based coverage by either one, or both, of two requirements:  1) Encourage voluntary action for individuals and businesses to acquire and retain insurance; and 2) Drive compliance, involuntarily, by imposing an economic penalty for the failure to secure insurance, and use the penalty to pay for the deficit in premiums. Without implementing one or both of those requirements, implementing “affordable” heathcare cannot be done, because in order to work, the risk must be spread among our entire population.

          Honest thinkers must acknowledge this on both sides of the issue. Until then, no compromise may be reached that accomplishes the goal (if it is desired) of covering “pre-existing conditions.”
