"Regulations," per se, are neutral as to who works in the industry so regulated. They are not, per se, bad for business or bad for us. Now, the expense of regulation, when not applicable to all competitors in the business regulated, is a competitive advantage to the un-regulated and does diminish or bankrupt those under the regulations.
Which regulations are "good" or "bad" is another issue. The fight against Bambi, Thumper, etc. is misplaced. The enemy is an unequal playing field, ineffective regulation, unnecessary regulation, and unfair and inefficient enforcement.
